MIDDLEEAST.ORG - MER - Washington - 22 January: The Americans think they are playing it clever. Everywhere now they are rhetorically proclaiming 'freedom' and 'democracy' but the actual realities are such things as a decade of genocidal bombing/sanctions/invasion of Iraq, the imprisonment and dispossession of the Palestinians, the historic destruction of Fallujah and Babylon, on and on. Even as the Americans keep proclaiming their support for a 'Palestinian State' the realities are now that nothing other than a series of Israeli-army surrounded Palestinian Bantustans is any longer possible west of the Jordan River -- just what Ariel Sharon and the Zionists have planned for decades. Even as the Americans keep proclaiming their demand to bring 'Democracy to the Middle East' the reality is they have been the prime promoters of tyranny throughout the region for generations since World War II -- from the Shah of Iran to the Royal Families of the Gulf to the Hashemite dynasty in Jordan to the military police-states of Egypt and Pakistan, to the unique case of the nuclear armed Jewish State of Israel.
Now, having destroyed Iraq, with an estimated 1.5-million deaths in the past 15 years, and having brought that once powerful and rich Arab country to the brink of an escalating Civil War, the Americans and the Brits are actually looking for a way of the horrendous mess they have wraught. At the same time they are preparing to use still more force and money to bring about 'regime change' or compliance in both Iran and Syria as the modern-day crusade proceeds masked by the ad nauseum repetition of the simple propaganda slogans tied to now meaningless words 'Democracy' and 'Freedom'.
But when it comes to the great country of Iran, it will not be a repeat of Iraq. The Americans are now rushing to further escalate their regional military and 'intelligence' capabilities -- always in close coordination with Israel whether that crucial part of the equation makes it to the daily news or not. Soon attempts will escalate still further to bring about either a 'regime change' by coup in Tehran, or by forcing those in power into compliance with the dictate coming from Washington and Israel. But if these CIA and 'political' attempts continue to fail then the full technological superiority of the U.S. to precision bomb military sites throughout Iran, and possibly Syria as well, could well be used soon, regardless of what the rest of the world thinks and regardless of how mega-dangerous such a developement will be for 'international stability' and world order.

US and UK look for early way out of Iraq
Ewen MacAskill, Richard Norton-Taylor and Rory McCarthy in Baghdad
The Guardian - Saturday January 22, 2005: Private memos are circulating in Washington, Baghdad and London setting out detailed scenarios for withdrawal of US and British forces from Iraq as early as possible, a Foreign Office source said yesterday.
The policy papers have added urgency because a new Iraq government, to be elected next week if the election goes ahead on January 30 as planned, could set a target date for withdrawal.
John Negroponte, US ambassador to Baghdad, confirmed that a United Nations resolution declared that US and other forces would have to leave if requested by the Iraqi government. "If that's the wish of the government of Iraq, we will comply with those wishes. But no, we haven't been approached on this issue - although obviously we stand prepared to engage the future government on any issue concerning our presence here."
The Foreign Office source said: "Of course, we think about leaving Iraq. There is no point in staying there. There are continually plans in Whitehall, Washington and Baghdad to withdraw when we can.
"But there is no document saying we will leave in July 2005 or any other date. That would be a mug's game. There are documents all over the place with different scenarios." Until recently, the British government was working to a rough target date of June next year but that appears to have been abandoned as over-optimistic.
Senior British military figures want to reduce the number of troops in Iraq as quickly as possible. But they also recognise that substantial numbers are likely to be there well into next year, and probably longer.
A defence source said yes terday that British troops would pull out when the new Iraqi government wanted them to go. "We are not there yet by a long chalk," he said.
Even if a decision was taken today, he said, it would take until the end of the year to extract troops and their equipment. There are about 9,000 British troops in southern Iraq, a small fraction of the number of US troops in the country.
The Foreign Office and Ministry of Defence were dismayed by the assessment of specialists sent out to review the progress of the Iraqi army. Only 5,000 of the 120,000-strong army was classified as being well enough trained to be dependable.
According to recent estimates, of some 135,000 recruited Iraqi police officers, only two-thirds report for duty. Lord Boyce, chief of Britain's defence staff at the time of the invasion, said "only a small percentage is up to scratch". A member of the Commons defence committee said on return from a visit to southern Iraq - the quietest area - late last year: "It will take 10 to 15 years at least before troops can be withdrawn. The Iraqis just cannot cope with the security situation and won't be able to for years. It's another Cyprus."
The Foreign Office has welcomed public debate being conducted mainly in Washington over the last few weeks on the pros and cons of withdrawal.
A Guardian survey of foreign policy thinkers in the US, Britain, Iraq, France and Israel over the last 48 hours illustrated the divisions between those who favour early withdrawal, arguing that the US and British presence is counterproductive, and those who fear departure would lead to civil war and the break-up of Iraq.
Britain Urges U.S. to Set Exit Timetable
<>
The Age, Australia - Friday 21 January 2005: Britain is urging America to announce a timetable for withdrawing coalition troops from Iraq over the next 18 months or more.
With a new Iraqi government due to take power after next week's elections, British officials believe the time is ripe for the coalition to announce an "indicative timetable" for its departure.
There would no firm deadline and the withdrawal would depend on the gradual ability of Iraq's armed forces to take over responsibility for security - probably not before the middle of next year. But such an announcement would be the first time that the coalition had set a clear target for leaving.
British officials say that a timetable, however tentative, would signal an exit strategy, bolster the transitional government and undermine the insurgents' claim that America intended to occupy Iraq indefinitely.
The British Government hopes that US President George Bush will agree to make a formal announcement within two or three months.
"Giving a timetable would be an important political signal that we intend to leave Iraq," a well-placed Whitehall source said.
"The main Iraqi parties are already talking about when coalition forces should be drawn down. America knows it will have to deal with the issue soon."
The pressure to withdraw comes after insurgents detonated five powerful truck and car bombs across Baghdad on Wednesday, killing 26 people, at least nine of them members of Iraq's fledgling security forces.
Iraq's interim prime minister, Iyad Allawi, said he would reveal plans next week for an accelerated build-up of those forces to prepare for an eventual US withdrawal.
Mr. Allawi said he had been talking with the US commanders in Baghdad about ways to accelerate the "training, equipping and deploying" of Iraqi security forces. He added that "this in turn will accelerate the drawdown and gradual withdrawal of the multinational forces in Iraq."
Washington has resisted committing itself to a pull-out date for its 150,000 troops, fearing that it would be seen as a sign of weakness and encourage the gunmen.
US Secretary of State Condoleezza Rice said this week the US was reluctant to establish a timetable. "I am really reluctant to try to put a timetable on that because I think the goal is to get the mission accomplished - and that means that the Iraqis have to be capable of some things before we lessen our own responsibility."
Dr Rice - whose appointment as the first black woman to become the top US diplomat was approved by a 16-2 vote in the US Senate - made a rare acknowledgement of mistakes in Iraq during her confirmation hearings.
"We have made a lot of decisions in this period of time. Some of them have been good, some of them have not been good, some of them have been bad decisions, I am sure," Dr Rice said.
Dr Rice did not specify what the bad decisions were, but said that in at least one case "we didn't have the right skills, the right capacity, to deal with a reconstruction effort of this kind".
But pressure is mounting in Washington for the Administration to explain its exit strategy after the January 30 election.
A senior source there said: "After the Iraqi elections we have to look seriously at the extent of American and coalition military presence.
"The more you turn things over to the Iraqis, the less there is the need for an outside presence."
