ESPECIAL : BOLIVIA: CUANDO LA RIQUEZA EMPOBRECE

WORLD DATA SERVICE, 14/5/2005.-Cuanto más petróleo produce y exporta Bolivia, su empobrecimiento es mayor.
Esto se debe a que, al incrementarse los precios internacionales del crudo y ampliar su consumo interno, su endeudamiento crece ya que, pese a producirlo en su territorio, debe comprarlo de las compañías a precios internacionales. Como el consumidor interno no puede pagar esos precios, el Tesoro General de la Nación (TGN) los subvenciona, hoy en día, con 27 dólares el barril de petróleo
que cuesta alrededor de 54 dólares en el mercado internacional. A su vez, como el TGN no tiene recursos, se presta dinero, al 8 %, de las Administradoras de Fondos de Pensiones (AFPs), a cambio de bonos del TGN, lo que aumenta la deuda interna.
En 1994, tal deuda ascendía a $US 98 millones. En el 2003, llegó a $US 1.700 millones. Ahora se acerca a los $US 2.000 millones. En el 2003, las exportaciones bolivianas apenas bordearon los $US 1.000 millones. Al liquidarse las empresas del Estado, precisamente en 1994, el 50 % de sus acciones, acumuladas en el Fondo de Capitalización Colectiva (FCC), deberían beneficiar a parte de la población. Esas acciones están siendo transferidas de manera
paulatina al Fondo de Capitalización Individual (FCI), que las paga con los aportes destinados al pago de jubilaciones. Con estos aportes se paga el "bonosol", subvención anual a los mayores de 65 años, y se cumplen las obligaciones con las petroleras. Las acciones de los ciudadanos bolivianos serán "monetizadas" o vendidas a las transnacionales, dueñas del otro 50 % de las acciones, recibidas, de manera gratuita, a cambios de "promesas de inversión".
El colapso del país por esa demencial política es inevitable. Y la exigencia de una nueva Ley de Hidrocarburos tiende a evitarlo. Las petroleras, por su parte, se aferran a sus privilegios y, con el respaldo de EEUU, Gran Bretaña, Francia, España y Brasil, así como del FMI, el Banco Mundial, el BID y la CAF, se niegan a modificar los contratos firmados por 40 años por el gobierno de
Gonzalo Sánchez de Lozada (GSL), pese a que, según el Tribunal Constitucional, son ilegales ya que no fueron aprobados por el Poder Legislativo. El Presidente Carlos Mesa, acosado por el poder foráneo y el movimiento popular, pretende ganar tiempo con una inútil reunión a la que fueron convocadas 70 personas entre representantes del Legislativo, Ejecutivo y Judicial, tres ex presidentes de la
República (GSL fue excluido), de gobiernos municipales y algunos dirigentes empresariales, laborales y campesinos. Si Mesa no pudo cambiar la política
petrolera de GSL después del referéndum del 18/7/04, en el que, pese a sus
preguntas tramposas, el 92 % de los votantes exigió la recuperación de los
hidrocarburos, menos cambiará la situación con una reunión sin representación
genuina ni validez legal.
El Jefe de Estado optó por ese encuentro antes que promulgar la nueva ley ya
sancionada por el Parlamento o devolverla con sus observaciones.
En mensaje al país, justificó la reunión "de los setenta" a fin de evitar la
desintegración de Bolivia, que las petroleras y sus aliados internos y externos
promueven de manera abierta. Entre tanto, Mesa sigue autorizando contratos de
venta de gas al exterior. Antes del referéndum, se reinició la venta de 4
millones de metros cúbicos día (MCD) a la Argentina, al precio "solidario" de un
dólar el millón de BTU. La cifra se ha incrementado a 7.8 millones y llegará a
30 millones. Al Brasil, debía llegar a 30 millones, pero la cifra subirá a 70
millones. Durante la visita del Presidente Vicente Fox, realizada la semana pasada, se anunció que a México se exportará otros 30 millones, con lo que se ha comprometido un 30 % más de las reservas probadas.
La ley que Mesa se niega a promulgar no significa un gran avance para los
intereses nacionales ya que no permite siquiera que el país intervenga en los
precios de exportación del gas y deja que los contratos se adecuen a la nueva
ley que casi no afecta a las transnacionales. En su opinión, "la reunión de los
70" debe preservar los contratos de GSL, si se desea que el país no se
disgregue. Frente a la situación descrita, muchas voces plantean el adelanto de
elecciones presidenciales, programadas para el 2007, a fin de que un nuevo
gobierno frene el absurdo de que la riqueza petrolera de Bolivia sirva para
empobrecerla.

HAVANA, (WORLD DATA SERVICE ).- Tourism in Cuba has continued to grow and in 2005 the sector expects to cater for 2.3 million foreign holidaymakers, according to the Cuban minister of tourism, Manuel Marrero, on the occasion of the inauguration of an international annual tourism fair on the island.
"This year we aim to reach the figure of 2.3 million tourists. We will soon reach the first million," Marrero announced. The minister had also revealed at the end of 2004 that over two million holidaymakers had travelled to Cuba, the largest number since the Cuban authorities decided to promote this sector at the beginning of the nineties.
Since then, the Cuban tourism industry has become the most important sector
within the country’s economy.
The minister said that the number of arrivals between January and April 2005 had risen by eight per cent in comparison to the same period the previous year and he forecast that there would be substantial rises in the number of tourists
coming from Canada, Holland and Great Britain.
In tandem there are plans underway to recover markets that have gone into decline over recent years, such as Mexico and France, while new markets are emerging, such as Turkey, Japan and China.
Included among its goals for the period is "an increase in hotel room capacity and a wider variety of options, going beyond just sun and sand to cover cultural, historical, nature and ecological options, as well as health and marine activities," the minister
stressed.
The International Tourism Fair in Cuba is dedicated this year to France.
Organising sources said that around a thousand specialists and
businesspersons from thirty countries will attend the event. Special guests included the ministers of tourism in France, Leon Bertrand, and Venezuela, Wilmar Castro.
Bertrand informed the press that his country wishes to promote trips to Cuba in the French tourism sector.
"The invitation extended to France is a special symbol of friendship which the president of France, Jacques Chirac, was particularly pleased about and he asked me to represent him here, " Bertrand said to the French Press Agency, AFP.

FIDEL CASTRO CONTINES THE CAMPAIGN AGAINST TERRORIST IN UNITED STATES

HAVANA, (WORLD DATA SERVICE).- President Fidel Castro announced that Havana would not stand by and do nothing if the United States government denied that the hardened terrorist Luis Posada Carriles was on its territory. For this reason he called for a public protest demonstration by hundred of thousands people to be held in the Cuban capital next Tuesday.
In a recent public speech on the case of the anti-Cuban terrorist trained in the 1960s by US military and intelligence bodies to take part in sabotage against Cuba, President Castro announced a "March of the Fighting People" that will parade past the US Interests Section in Havana.
The US Interests Section mainly carries out consular work between the two countries that do not have relations at embassy level. The office is located on the Malecon sea front, a long road that borders the coastline and the city. For decades the Malecon has been the site of Cuban demonstrations, parades and protest marches against US policy toward the island.
Fidel Castro, speaking about Posada Carriles, said "It is a lie, it is odious to say that they do not know that this criminal is there." Accusations against Posada Carriles are currently growing, not only in relation to what he has done against Cuba from the United States, but also in relation to other crimes such as the assasination of the former Chilean foreign minister Orlando Letelier and his US secretary Ronni Moffit in 1976 in Washington.
The Cuban leader made reference to allegations that the terrorist and other
extremist Cuban-Americans in the United States have, for a number of years, been
acting at the behest of a secret US government, of an ultra right wing slant, to
the extent that they were tied up with the murder of US president John F.
Kennedy.
In his speech the Cuban head of state pointed out, "We have to demand that
justice is done, demand punishment for the murderers who are in the United
States. We are not going to stand by and do nothing. We are going to mobilise
world public opinion in a battle against such criminality. This is a battle for
truth, and in this way we will be contributing to peace, so that these terrible
things, these events that opened up the path toward nazi-fascist theories, will
not happen again or spread throughout the world".
Posada Carriles is in the United States requesting asylum after being
pardoned in 2004 by the then outgoing president of Panama, Mireya Moscoso, while
doing an eight year prison term in the country. The terrorist, who was the
brains behind the explosion on board a Cubana airlines passenger flight in 1976
which killed 73 people, also attempted to kill Fidel Castro
during a Ibero-American Summit at the end of 2000 in Panama.
However, the White House has denied all knowledge of the whereabouts of the
individual.
The Cuban leader emphasised, "It is shameless that this criminal has been in
Miami for two months and the US government say they know nothing about it. This
is barefaced lies and given their attitude we are going to mobilise public
opinion on a global scale to alert people to what is going on. We will hold a
protest march against the torture, disappearances, and murders
so that events such as those we have seen in Iraq are not repeated."
Fidel Castro devoted a large part of his speech last Tuesday evening,
broadcast on television and radio, to a commentary on a New York Times editorial
on Carriles, in which it demands that the US government refuse to grant asylum
to Posada Carriles.
In the editorial, the writer Tim Weiner said that President George W. Bush
had a number of options: imprison Posada Carriles, grant him asylum or rule in
favour of his deportation to Venezuela.
He emphasised that if he were granted asylum then the United States could be
accused of manipulating the concept of terrorism. At the same time, to refuse
the petition for asylum would provoke the wrath of the Cuban-American ultra
right-wing in the south of Florida, who would consider this move as a
concession, a victory for Venezuela.
During the same public appearance the Cuban president, together with the
foreign minister Felipe Pérez Roque and Ricardo Alarcon, president of the Cuban
parliament, presented proof and arguments of Carriles’ terrorist career and of
the involvement in
this matter of extremist sectors of the Cuban-American population in the United
States, the Miami Mafia.
Fidel Castro indicated that, "The Mafia was powerful and it proved this on
election day in 2000, when it elected the führer (in reference to George W.
Bush), while Hitler had to wait a number of years to be elected Chancellor of
all Germany. The contemporary one, Castro stressed, was elected führer,
Chancellor or president by the Miami gangsters.

INDUSTRIAL BANK OF VENEZUELA STARTS OPERATIONS IN HAVANA

WORLD DATA SERVICE.- The start of operations by a Havana-based branch of the
Industrial Bank of Venezuela (BIV) has just been announced in Caracas under
regulations set out by the Cuban authorities that are unprecedented in terms of
foreign banking entities based on the island.
Radio Nacional de Venezuela said that the new branch will be called the Banco
Industrial de Venezuela-Cuba S.A., and hold a licence to engage in type “A”
banking operations that was granted by the Central Bank of Cuba and the
Superintendence of Banks of Cuba.
President of the BIV, Luis Quiaro, announced to the Caracas press that the
aforementioned operations licence is the first of its type to be granted by the
Cuban government to a foreign banking institution.
Quiaro went on to say, "This implies a change with respect to the Cuban
financial authorities approval framework and represents a very special
consideration granted to the Venezuelan state as a consequence of the initiative
being promoted via the Bolivarian Alternative for the Americas (ALBA) and
accords signed by presidents Hugo Chávez and Fidel Castro.”
He explained that the licence opened up possibilities to the subsidiary to
receive and grant loans and to undertake “other means of credit or finance, to
provide property management services, to handle any type of bill of exchange
operation and
other negotiable documents, and also to issue and manage credit warrants,
guarantees and other documents relative to international trade.”
In addition, he revealed, the bank would “finance export and import
operations for goods and services, among others.”
Quiaro indicated that the subsidiary would promote bilateral trade between
both nations “to facilitate financial alternative for Venezuelan producers,
co-operatives and medium-sized businesses."
In addition, "it would ease the granting of credit and facilitate the flow of
resources toward the island."
Banco Industrial de Venezuela-Cuba S.A. holds a fund granted to it by the
Venezuelan state of 200 million USD in credit lines and the same amount of
capital contributed by the Cuban state.
The total overall sum is around 400 million USD, Quiaro pointed out.

BROAD COOPERATION AGENDA FOR CUBA AND BELIZE

HAVANA (WORLD DATA SERVICE).- The governments of Belize and Cuba announced in
Havana that they wish to broaden and strengthen their current co-operation links
in a number of sectors, including health and education.
Official sources from both countries stressed that their common goal on the
occasion of the inauguration of the 8th Bilateral Mixed Commission meeting in
the headquarters of the Ministry of Foreign Investment and Economic Cooperation
(MINVEC).
Those heading the project are Marta Lomas, MINVEC minister, and Assad Shoman,
minister of National Development in Belize.
An official Cuban source said that the meeting would analyse progress of
bilateral co-operation in health, education, higher education, culture and
transport. It will also agree a joint work programme for 2005-2006.
Lomas stated during the inaugural session that relations between both
Caribbean countries are examples of South-South co-operation.
She emphasised that Cuban medical staff will be working in Belize within the
framework of the agreements in force, and students from Belize are undertaking
studies in Cuba.
At the start of the week Shoman was awarded the Friendship Medal by the
Council of State. He described the award as a great honour and reiterated his
admiration for the Cuban revolution.
